low FPS GPU and CPU working around 35%

is it normal for the fps to be low while cpu and gpu only seam to be working around 35%? i has gtx1660 super and a i7 920. im, saving up to get a new i7 but im dealing with about 24 FPS

Depends completely on what you are doing but a I7 920 is REALLY REALLY old so wouldn't be surprised if you're struggling to see any type of good performance from that.

Your CPU is 17 years old, it wouldn't be able to even run certain modern software. The 1660 is also relatively weak, it's almost surprising you're able to hit 24 FPS regardless of what you're playing.

Optimal replacement cycle for something like that would be 3 years. Practical replacement cycle for most gamers would be 6 years. Overdue but functional would be 8 years. Way overdue would be 10 years. 17 years is...how are you still running? territory.
