BSOD with RTX 2070

Built my first PC over the last few weeks running into issues with my RTX 2070. My build is here https://pcpartpicker.com/list/gr6pLJ
Some background, upon building the PC, everything started up fine and was working as expected until I started BF5. I crashed somewhere into the intro. After that point the PC would continue to crash in less and less time, until it eventually crashed at startup, whether or not I was running any kind of game. Generally the BSOD occurred where the PC would freeze for a few minutes and then the blue screen would slowly scan down into place. Sometimes I wouldn't get a blue screen at all, just straight to black and restart with GPU fans running at 100%. I originally thought heat was the problem, so I ran with the case sides wide open and checked temperatures. CPU stays below 78c and GPU below 70c.
Next I reinstalled windows, all BIOS, and all drivers. I ran DDU for the Nvidia drivers and reinstalled all of those as well. Again, computer started working as normal. Played through the whole BF5 intro, then restarted the computer. Freeze on startup.
Next I bypassed the GPU, removing its power and connections and connected my display instead to the intel integrated. PC starts up fine and works no problem. No issue with restarts or mild gaming. Borrowed a friend's GTX 1080 and installed and it worked flawlessly. Played BF5 and restarted multiple times with no issues.
I'm about to return the 2070 and get a new card, but I wanted the opinion of the minds here on whether my problem was caused by some kind of compatibility issue, or if I just got a dud card? I'm trying to figure if I just want to get a 1080, or if I want to try for another 2070.
